How do you deal with someone who is compulsively dishonest?

My brother lies constantly and about everything, big things and small things alike. When I catch him in lies he minimizes or finds a way to justify them. I never know what to believe and it is exhausting. How do you have a relationship with someone who cannot seem to be honest?
